[ADXA] Laos on 21.075

ATNO. Worked Vincent (XW4KV) at 1827z on 21.075 short path. Never got much
of a signal from him on 21.074 until I moved up. May have been coincidental
with a propagation window. Sent -01, rec -19. He was as strong as +08
briefly.
