It is not a “new one” although there has been a push to accept it as such. The DXAC reviewed this in depth and concluded it does not meet the current rules for new entity status.
Personal opinion – There was and still is a push to make Jarvis a separate entity so the attraction is the old DXpedition marketing ploy of “go there, work 100,000 stations claiming it should be a new one then let ARRL tell the 100,000 “NO!” and take the heat, then maybe it will be accepted.
Again, the DXAC reviewed this in depth and concluded it does not meet the current rules for a new one.
In today’s society, though, rules don’t seem to matter. I had one DX’er (not ADXA) tell me it should be a new entity. When I asked why his response was “Because we need a new one!” so I ask “Even if it doesn’t meet the rules?” to which he responded “That doesn’t matter!”. Conversation over!!!!
I did not need Palmyra-Jarvis having worked it years ago on all bands and modes however, just to cover my bases in case someone caves and it becomes a new one I did work N5J on all bands and modes. In other words, I chose to wear suspenders and a belt !!!! 😊

Is Jarvis more difficult to get to (physically and legally) than Palmyra? If so, what's the attraction? IOTA? "Because it's there"?
They're still the same entity, right? An argument is made on the N5J site that it should be a separate entity, but that hasn't happened, right? If it has happened, I worked an ATNO without knowing it. Not the first time.

Earl, N5ZM, provided a QSL card from the AH3C/KH5J DXpedition to Jarvis Island in 1990. I’ve added it to the Carousel of QSLs on the Home Page. That was the last activation of Jarvis Island until the current N5J effort. Operators on the AH3C/KH5J team included Marti, OH2BH and Wayne Mills, N7NG. They made 55,000 Qs in approximately a week on the island. Search AH3C/KH5J for more information.
