[ADXA] T31 Kiribati

They're on F/H on all bands.  I connected again at 1916Z today on 18.100 with -15/-10, but ran out of tries to confirm.  I've been chasing them off and on since!
This is a new digital country for me, but the same band as my SSB.  My DXCC submission was the same year that Kiribati became an independent republic (1979): the United States and Kiribati signed the Treaty of Tarawa, under which the United States released all claims to the Phoenix Islands (except for Baker and Howland), which thenceforth became recognized as part of Kiribati.
