That's one of my biggest frustrations in a CW contest as well Dennis and
the same applies if there is only one station calling that is very weak
with QSB and you can't get a letter or two letters of the callsign. I
send ? or agn and the station only comes back with their callsign just
once then just stops and you still can't get it.
Such is the life in the fast lane of CW contesting (and I don't mean CW
speed!).
