I changed the subject line as we were heading down a path that didn't 
pertain to the annual meeting.

Just so we don't start "speculating" as to what's up, if anything, the 
restriction is left up to the military governor of the district whether 
UR stations can operate. Many are choosing not to, even if permitted, or 
to run low power.

If you want to spend a bit to sharpen up on your foreign languages, here 
is the official decision of the Cabinet of Ministers of Ukraine No. 1118 
dated 04.10.2022. The procedure for using the radio frequency spectrum 
in a special period and under conditions of emergency or martial law was 
approved.

So amateur radio is still possible until it is forbidden - which I guess 
is true in every country !!!!!.
