Hi Chuck,
This is an interesting topic. The IARU officers have been discussing
this very thing based on the same observation over the past month. The
IARU Region 1 folks have no news or evidence indicating the restriction
has been lifted so we're not sure what's up. Its good to have them on
the air, though.
