[ADXA] 5UA99WS Niger

I see in the news that Giorgio, IU5HWS will be working from Niger until the
20th of March.  For many of us this is a much needed entity.  I know I will
be watching for him.  He was supposed to be on the air beginning yesterday
but as of this afternoon has not been spotted.
