[ADXA] TL8AA Central African Republic

The dates for the TL8AA (TL8ZZ on FT8) DXpedition to Central African 
Republic are now set for March 27 to April 9. This ranks #100 on the 
ADXA Most Wanted list so this tells me a lot of you need this one as an 
all time new one or on a specific band. You have a bit of time to take 
care of any antenna repairs following the ice storm so get that 
completed and then you know what to do beginning March 27.........
