EJ, in my mind it would take a long time to go through the processes mentioned. It is a convoluted situation, but I am sure Rick UR would agree that the ARRL and the input of the DXAC and ARRL Board members would take time to make sure things “fit” properly. Otherwise we could have a LOT of similar situations in the future with country capturing and splitting, etc.. We don’t want another Kosovo situation presented to the ARRL. I and two others were setting up a team for Kosovo years ago but clearly saw that administrative issues and NATO etc were going to take time. During the following  year things happened behind our backs and you know the rest of the situation that occurred. 

I keep thinking of splitting of places like Afghanistan with different religious ideas and the constant turmoil of countries all over Africa and then some “situations” in South America. There are constant changes in administrations and talks of splits like happened in South Sudan administrative differences from Sudan proper. I had to get special permission from ST0 in addition to having my ST2 license approval in advance. Things change daily it seems. ☹
If Russia continues as they are now, there could be other splits. Gosh, there were dozens of DXCC changes when USSR broke up and other “entities” came about.. So many different “E , U and 4” prefixes surfaced! Blew my mind. You should see my data pages!

8Q was in here for couple of hours last night on 80.  Loudest at sunset.  I heard him from NE. The awful situation in Ukraine is creating some talk about new countries in eastern breakaway provinces.  Daily DX suggests that nothing is likely to happen soon (if ever).  FUV, UR or YY may have some ideas on that one

I hope everybody and their antennas stays safe from potential ice coming our way
