[ADXA] Need help on this one

So you Big Guns I need some advice/help on this one.  Last night EX7A was
spotted on the RBN very late at night.  It might have been Bill K5FUV that
told me last year it was illegal for them to be on the air.  So I am
wondering if that as a pirate or the real thing?  Has Turkmenistan been
opened back up?  On QRZ.com the call is good, but no email to confirm he was
on the air.
