[ADXA] Long story sorta shortened.. HI HI DXCC and BS7H

I am sure Joel, Rick and Bill K have their ideas on the subject of the South China Sea area and islands/reefs closer to DU than BY by 300%, like 150 miles vs 450 miles. When I was Chairman of the DXAC in the early 80s the DXAC affirmed that BS7 Scarborough Reef area did not meet new DXCC rules at the time, but BS7 was retro-actively put on the DXCC list based on earlier rules and a “delay” in applying earlier rules at the appropriate time. So it has remained on the DXCC list, despite current rules not being met. N7NG Wayne agreed with me during his ARRL DXCC “boss” status a few years ago.
Again, a long drawn out story and data accumulated would be hard to put together and “rehash” .. I did keep my DXAC monthly records and my reports to the ARRL on DXAC matters from the late 70s thru mid 1983 with the DXAC recommendations which were followed by the internal DXCC program leaders.. The DXAC did represent the DXers and their current thoughts and we used the published DXCC guidelines as a final update for the DXCC program to use on saying “yes or no” to a new country application.
After I got off the committee later as a regular member in the early 1990s as a West Gulf representative, things kept coming up on the BS7 issue and by that time the DXAC became a less listened to committee. The ARRL had other ‘internal’ committees that chimed in and things changes on how the DXCC program was run. The DXAC became strictly only an advisory committee with suggestions on what to do and was no longer taken as 100% as to what should be done by the ARRL. Some of the Board members were not true DXers in heart, and they listened to internal sources as much as the DXAC.
My final suggestion is that perhaps BS7H should be deleted. China will control the situation there and NOT DU. BY has overtaken the fishing and governing rights to BS7 and not the “mother land” of DU. BY is making artificial reefs and airstrips all throughout the Pacific area.. Anyway, I feel action perhaps should be taken for the sake of the ARRL not allowing BS7 to count since it is SO disputed and doubtful that ham radio will be allowed there anymore.. It should not have been approved as a “new one” when it was anyway, using older DXCC guidelines instead or the currently existing ones at the time of the application... As I said, this is a shortened version of things and current “war like” news all over the world calls for some actions perhaps???
