[ADXA] W5 DX Bureau is alive

Today, I received about 30 cards from the Bureau.  Most were from 2018 and
a few from 2019.  Even one from back in 2013.  All were previously
confirmed on LoTW, but I just wanted the card from some of the DXP's for my
file.  And most were wanting my QSL card, so I have a bundle off to the
Bureau tomorrow when I go to the PO.

I was beginning to wonder if the Incoming Bureau was dead or what, as I had
not received any since the 1st of the year.  I guess the CV stopped even
the "essential" QSL Service.
