[ADXA] WSTJx v 2.3.0 rc2 problem

For those that are using the rc2 release of WSJTx, there is a logging
problem (sorta).

If you are a user of the ALL.TXT file (list of everything decoded), the rc2
does not put a date/time stamp on received transmissions, but does on your
transmissions.

Or, if you are like me, and break that humongous file down to a monthly
package for faster loading and searching.  Mine runs about 50Mb each
month.  Takes a while to load it if you don't either delete old data or
split it up occasionally.

Just a heads up if you ever want to go back to a specific date/time, you
won't unless you were transmitting during that period.
