[ADXA] 6m updated data FYI - couple of goodies

313 is just the gentleman's agreement (is that still PC?? I really don't
care) for a band plan. It really was supposed to be for inside a country
and 323 was the "DX" frequency. There is no regulation dictating that is
where we have to be. 

I agree, when the band is wide open it is a mad house.
