Yea that's pretty easy one to decline!
Years before the internet hit the scene ARRL HQ's DXCC Desk had a
"Search Engine", Don Search, W3AZD who's "engine" would kick into
overdrive with things of this nature, or even a simple question. I'll
never forget calling him on the phone one day and asking what I thought
was a simple question about a confusing DXCC related matter that he
could resolve quickly. As soon as I asked it the ole SEARCH ENGINE
kicked in to overdrive and he said "GEEEEEZE DON'T YOU GUYS EVER READ
THE RULES??". I just simply hung up the phone, no need for a follow up!
:-)))
Everyone who was around and pursuing DXCC back in the Search days has a
story like that, or one of a rejected card.
