Hi Steve,

I don’t think so, sort of like an EQSL.  One would need to print it out and then send it back to the DX operator have them initial or sign it.  Which defeats the whole purpose, hi.  Unless you are seeing them at an event like Dayton, Orlando, etc.  

 

I am sure folks like ZN or FUV would know what the current rules are.  Maybe they have changed??
