Herb was ...... different?   I first heard him on 15 meter SSB calling CQ on a “missionary net” frequency.  He said he was “rescuing the frequency for amateur radio use from the illegal phone toll bypass operation”.   It was obvious he had a thing about long distance charges and the avoidance thereof.  I think that was what he was convicted of, somehow avoiding paying for his own calls.  I went to the V.I. for a few days after Hurricane Marilyn and talked to him on the air on 2 meters a couple of times.  In recent years, I mainly heard him on CW working DX and contests.
