[ADXA] Funding Request VP8 South Orkney Island

Today we have received a funding request from the VP8 South Orkney team.

South Orkney is currently #16 world and 23 north America, clearly within 
our criteria. The last operation was in 2011.

In accordance with our policy, the Executive Committee will review this 
request and provide a recommendation to the membership at our upcoming 
meeting September 21.
