[ADXA] Technician Enhancement

Historically the Arkansas DX Association has not formally developed or 
commented on proposals of this nature unless it is believed to provide a 
positive, or negative, impact on the DXCC program or DX'ing. Obviously, 
that does not prohibit our members from providing their own comments.

I'm not compelled to recommend we do so with this NPRM unless the ADXA 
Executive Committee, or the membership at large, can present a 
convincing argument as to why it would impact the DXCC program.

I would, however, strongly encourage everyone to individually provide 
input regarding this matter. One point of advice, be specific with your 
support of objection. Simply stating "I ain't for it, it will ruin 
amateur radio" or "its great, let's do it!" won't do anything one way or 
another to sway the FCC.
