Read Vlad’s QRZ.com site about his QSLing practices and following his intructions strictly. Read them 2-3 times. Never dupe, etc. You either know you worked him or you don’t he says. No on-line logs to check, so if you are not sure of a QSO, don’t send money. The money payment system he uses is complicated. Guess you find out if you are in the log after sending money and not getting a card. Talked to him many times on SSB for couple of minutes. DX Hall of Fame about 4 years ago. I do not QSL to him for fear of cards being lost from Russia.
I am not sure what Vlad does for a living.
