[ADXA] Antenna recommendation

I have a new-ish ham asking me about multiband antennas.  He plans to put up a 30 foot tower on a city lot and wants a small antenna that will work 20 through 10 meters, possibly also 6 meters.  He isn’t a hard-core DX chaser, just likes to work everything at this point.  He seems to have severe noise problems and hopes a directive antenna will help.

There are several around here who have Hexbeams, and they are happy with them.  That certainly seems like a decent option.  Are there any others that would be reasonably priced that might work for him?  I know JK Antennas makes a fairly small multiband antenna.  

I’d appreciate any recommendations for an antenna in the generally “less than 50 pounds, less than $1200” range.    If someone had a good used antenna that didn’t require a lot of refurbishment, he might even consider that.
