Well, all I can say is this was in the works for a while, forcing a change in the guidelines on how an entity can be added to the DXCC list. We can thank the “push” by a couple of well known DXers to force our Board to make the changes DESPITE the objections of the DXAC. To yield to such outside pressures and forcing a DXCC rules change is the last straw for me.
Our rules were good enough, and when I was DXAC Chairman many years ago in the 70s and 80s, a few of us spent an entire year solidifying guidelines that would seemingly cover all situations. It did for nearly 3 decades with minimal tweaking of island nations and separations by land, etc. All ARRL departments, Membership Committee, etc were on board with the detailed guidelines at the time. I feel the DXAC has lost its intellectual input the past few years starting with Scarborough Reef issues in its early deliberations as to new country status, approved on April 1st, 1996. APRIL FOOL’s day... And look at the BS7H situation now with BY and DU threats.
Thanks to the members of the DXAC who are seasoned DXers and who keep in close touch with worldly issues and ARRL administrative thoughts as to country status, among other things. I guess it is all best described as “times are changing”; not for the better many of us long time DXers feel.

Several DX news outlets are reporting that Kosovo, Z6, is now a new DXCC
entity. There has not been an official announcement from ARRL however I do
know the DXCC rules were changed this weekend by ARRL Board action
(without the DX Advisory Committee consent).
As we say, WFWL (Work First, Worry Later) and maybe there will be some
official word from ARRL today.
