Earl,

Thanks for sharing Bill's research with the group. Greatly appreciate it.

I would like for ADXA to review this, and if  warranted adopt a position
to request a review of this decision and advise our Delta Division
Director, K5UZ, of our position.

The ARRL Board will not, and should not, get directly involved in this as
it is not a policy matter. Several years ago the ARRL Board stepped away
from being involved in decisions such as this and rightfully so because it
removed decisions based solely on politics and not factual data. What the
Board can do here is "nudge" a review of the data presented if the Awards
Committee at HQ won't voluntarily do so. Thus the importance of our
developing a position.

Thanks again for bringing Bill's research to our attention.
