BPL is making yet another venture into Michigan.  International Broadband
Electric Communications, Inc. (IBEC) posted a public notice in July that it
intends to apply for loans under the Rural Broadband Access Loan and Loan
Guarantee Program administered by the Rural Electric Service, U.S. Department
of Agriculture.  They propose to offer service in the following Michigan
counties: Berrien, Cass, Kalamazoo, Lenawee, Monroe, St. Joseph and Van
Buren.

According to the ARRL Web page for BPL,
http://p1k.arrl.org/~ehare/bpl/ex2.html, IBEC is the same company that has
installed systems in both Lovingston and Arrington, Virginia.  The Arrington
system currently has a number of pending unresolved interference complaints
against it.  There are several BPL systems in service around the US that do
not present interference problems for radio amateurs.  It will serve us all
well for diligence and perseverance as these systems begin implementation.
Effective measures for BPL system providers to prevent interference have been
demonstrated and can be utilized in these future BPL installations.  Careful
monitoring of these new systems by local and regional radio clubs will be
critical to insure that interference free systems are placed in service in
our communities.  Our large cadre of amateur radio clubs in Michigan can be
an effective voice in insuring that our valuable frequency resource remains
unencumbered.  Communicating you concerns to your community officials and
stressing the importance amateur radio plays in emergencies will help
maintain that vigilance.
