[Adrian ARC] Hardline value

I have a chance to buy some hardline, but knowing very little about the 
subject I have a few questions:

-What is the value of "tv" hardline, looks to be about 1/2 to 5/8 inch 
diameter? One spool of it has a black jacket and one spool has no jacket on 
the cable.

-Can the jacket-less version be safely buried?

-Is it of any use for HF, perhaps several hundred feet of cable run?
