[ACARSLogs] EUROPEAN frequency changes

ARINC pulled the plug officially on 136.925 as an ACARS frequency at
midnight August 31. There are 2 new frequencies in general use now and
these are used to both replace 136.925 and spread the workload. If you
scan you should now:

 DELETE 136.925
  
    ADD 131.825 and 136.75

The transition started on Sunday so that would explain the reduction in
log sizes over the last few days...
