Hi Joe,
Very odd indeed.
As a radioamateur you are probably aware of special condition that can occur on these higher freq's but I don't think I ever heard 
of such conditions going East-to-West.
But then again I'm not familiar with these things.

 However if this is not from Frankfurt then who is transmitting these SQ messages with Frankfurt's ID?

 So I tend to believe that you really have proof of some very special VHF (near 2 meter) conditions.

 Had a quick look in my logs and found this:

 Nothing compared to you 'catch' but still 550 Km with a DX-500 antenna that sits flat my roof.
