I found this on ARINC homepage. It seems to clarify your question:

On June 30, 2004, all RGS stations offering service of 136.925 MHz
will begin operation on 131.825 MHz (an overnight switch).

 From June 30 thru Sept 30, ARINC will provide a retune service at 18
key European locations for all aircraft appearing on the original
frequency.

After Sept 30th, ARINC will be on 131.825 MHz exclusively.
