The FAA mantains an online aircraft registration database which can be 
found here http://162.58.35.241/acdatabase/acmain.htm
The aircraft in question is in the process of a registration change but 
the current record does give its prior registered owner which comes back 
to a charter company in Wilmington, Delaware USA.
