[ACARS] HFDL change/query

Hi Gang,
Have noticed since Saturday (19 Oct) that the Squitters are giving the 
working freqs as a number, not the full freq.
Sunday evening GS Reykjavik was working freqs 3,4,6 but the a/c downlinks 
indicated freqs 5 & 7 ???, I was on 8977.
This morning GS Al Muharraq is using 1 & 2, I'm on 21982 (1?) but the a/c 
are indicating freq 2 while GS Barrow is indicating freqs 8 & 15, DO they 
have 15 available freqs??
The freq numbers are not corresponding with any relative "n"Mhz freq.

Comments/suggestions/speculation welcome.
