Here from San Francisco are a sequence of 131.55 squitters

Three questions for anyone

Why did it put out these in groups of three a few seconds apart?
Why are there two different formats?
And why do the two that came out alomost together both refer to '136975' - a 
frequency? But I heard nothing on the frequency at all!
