Pagers hadn't occurred to me but highly possible as I get the same
background noise on some VHF voice channels.

We obviously don't have a lot of txmissions on that freq. here in
Maryland, but any QTH in the Baltimore-Washington corridor is going to
be
plagued by pager traffic, FYI...
