I  don't know what plans the county has for ATV.  Their deep pockets 
aren't very deep considering Homeland Security just cut the state's 
funding 50%.  If you are looking to make ATV viable here is my 
suggestion.

 1.  You will need to find the PEOPLE who will volunteer.  It's not 
about the TV, it's not about the RADIO, it's not about the   ANTENNA, 
it's the people.  We must have skilled people who will be available when 
the chips hit the fan.

 2.  You should get this group together and set up a demonstration.  I 
haven't seen you playing ATV at public service events yet it seems this 
would be a great place to show your capabilities.

 3.  Stage a demo for the county Department of Emergency Management. 
Have your core group of people present before and after to answer 
questions.  I recommend you work out a scenario with Walt in advance. 
Have a realistic time line available from time of activation to the time 
needed to be OPERATIONAL.

 4.  Bring a commitment from all the "players" that they will be 
available should a need arise.  As it is today in Maricopa County I 
don't have enough hams to fully meet our largest commitment so you will 
HAVE to get the players if you want this vision to succeed.
