Hi Bill,
I've heard that a raised vertical above a ground screen will work just as
well as a system on the ground using the same ground. However, the
problem with a raised system when phased is that you can never get the
feedpoints the same impedence and the radials couple differently to each
vertical. When you put the verticals on the ground, this all goes away
and the pattern is vastly improved.
