[80m] USB Japanese?

There is an USB conversation on 3.8 MHz this morning.  Appear to be speaking
Japanese, although I know no Japanese.  Two stations, both quite strong (15
to 20 over 9) coming from the southeast, rapid fire, back and forth
conversation.  Time:  0940Z.

We had some problems before with what we thought were fishing boats, but I
thought that had gone away.  Anyone know what this is for sure, and what we
should do about it?
