[600MRG] FST4-60 question

Looking at a month's worth of data for 630m (2783 decodes), I sometimes
decode signals as weak as -26 to -27. Weaker than that, most are garbage.
But I had 8 good decodes at -28, 1 at -31 and 1 at -33. Similar numbers for
2200m.
