It sure looks like a giant capacitor.. Why not connect the far side back 
to the ground screen in the same manner and be done with the corona.. ( 
no pun intended )

What does the ground screen look like??

We recently built a portable vertical antenna, mounted it on to the 
tower base of 1906 and connected the TX cold end to Fessenden's original 
ground radials..

Man, talk about a quiet location on 40m with about a -S1 noise level 
surrounded by ocean and ground field that has been saturated with salt 
water since the stone age!! WOW

This antenna looks like a loop that goes from Lo-Z to Hi-Z and return.. 
Why all the high voltage??   Fessenden developed loops later...
