[600MRG] 630 Meter Beacons

Consider what would happen if every nut learned he could get a two-nights-of-classes ham ticket and spout off his unhappiness to the world 24/7 AM or SSB and call it a "Propagation Beacon".

It is interesting that the FCC prohibits automatic beacons below 28.2 MHz - except if they are running RTTY or digital. This has always seemed to me to be an odd exception. I remember the rationale for it from a few decades ago, but I always think 'why some modes and not others?' 

Mind you, I personally enjoy this exception to operate my WSPR beacon on 630 meters. But logically the rules seem inconsistent.
