Consider what would happen if every nut learned he could get a two-nights-of-classes ham ticket and spout off his unhappiness to the world 24/7 AM or SSB and call it a "Propagation Beacon".

I have felt that the ARRL should petition for a change to that, but I am sure there is a back-story to it.

Mind you, I personally enjoy this exception to operate my WSPR beacon on 630 meters. But logically the rules seem inconsistent.
