[600MRG] Slow JT9 update from w0yse

My Slow JT9 beacons using JT9-2 have been decoded from AK to IL to TX and CA over the past several days. I am running 500 mW EIRP.

I will run version 0.9.10 again (since 0.9.11 kept crashing for me).  My beacon will be TXing on the minutes that are multiples of 4 on 474200 plus about 1215 hz.

I might even try a cq or two this evening just in case anyone else might like to try a qso.
