You are confusing series wire resistance with induced effective resistance. ( this is how transformers work)
One of the possible tests for Q is called a 'ring test" where the longer the ring time, the greater the Q.
If you are losing energy into a shorted turn , there will be fewer rings and lower Q.
Even if you short a turn in the active area of a coil you will kill the Q. , unused portions of coils are often shorted to avoid HV buildup on the unloaded part., but never to modify the active part.

Can any ham actually measure the effect of a tuning loop inside acoil? I mean efficiency. How is a variometer any different ineffects?

That, in fact, is the whole point. National used a similar device, ashorted turn, in the coils
for the HRO to enable adjustment of the inductance to aid intracking.
