Bill,
I absolutely agree. It is far easier to get a CW transmitter going, and
given that operating on the low bands is a real challenge for beginners
anyway, it is certainly the best way to get started.
It is also a nuisance that you need a computer and an SSB exciter to run
(almost) anything else. And this tends to increase the complexity. There
are however exciters which allow some digital modes to be sent without
the use of a computer. The ZL1BPU LF Exciter and the G0UPL Ultimate QRSS
transmitter come to mind. With a computer but no SSB exciter, you can
use a range of synthesisers to generate CW and QRSS modes. I offer free
software for several synthesiser kits (N3ZI, K5BCQ etc), the Novatech
409B and the FEI FE-56xx Rubidium synthesisers.
I also had to start over when I moved from Karaka (1.5 acres) to Waiuku
(0.2 acres) a few years ago, and it's quite a challenge to fit a
suitable antenna in. I've had to abandon 2200m, but I do get good
results on 630 metres. I use an SSB exciter on 10 MHz, a homebrew
transverter and a 100 W homebrew transmitter.

Enjoy the summer while you have it - I have a frost outside here!
