[600MRG] mystery 136 kHz signal

I see a signal on 136.000 kHz, DSB with modulation at aprox +/-305 Hz (sidebands every 10 Hz), 24/7. It is not local to my house as I see it on the VE7AB KiwiSDR that is 1 km away.

Any ideas as to what this is?
