Better would to have a measurement at some reasonable height of E or H levels with some hobby grade meter so we could adjust power to get the legal limit. Sadly the measurement would need to be taken in the far field and at a height not practical for mortals. I can't remember who did the validations, but some years ago, maybe Breakall did some of what you propose.
