[600MRG] SlowJT9 update (v0.9.12.3)

After several weeks of trying to get SlowJT9 to work, receive only, 
after loading version 09.12.3 today I just got a few decodes on 630 
meters.  Copied VE3CIQ, WA3ETD, WB4JWM, on JT9-1.
