[600MRG] Discontinuance of the USCG DGPS Service

It is possible that the DGPS band (285 - 325 kHz) might become available to
Experimental stations now that the USCG is abandoning it.
I have not seen any thing about the Canadian DGPS operation.
If they continue to operate or new NDB's apply for space then that will probably block experimental stations.
