[50mhz] Pacific DX Window

I have noticed references to a CW Pacific DX window from 51 to 51.1 MHz.

http://www.bandplans.com/index.php?band=6

Just wondering who uses this portion of the band? I suspect this was 
done to accommodate one or more countries who do not have access to the 
normal weak signal part of the band 50 to 50.8 MHz.

So who uses this part of the band, and what frequencies are designated 
for calling, etc?
