At least, this time the rate increase will also apply to junk mail 
that local stores use to get their ads to you..

BAD POINT< this will also add to costs for magazine subscriptions at 
a point when some publications are down sizing and contemplating 
changes to quarterly publications, with PDF e-mail versions to fill the gap.
