Hey Jim,
I have used an M2 HO-loop for many years and they work pretty well. I think they would definitely outperform the ground plane. Over the past few years I worked all 50 states and about 20 DXCC from Arizona (not known as the world's prime 6m location). Never used the PAR but no reason to doubt it would perform equivalently.
Can you put something directional up? I just put up a Moxon rectangle for 6m and the difference is significant. It's about 8' x 3' (where the HO-loop is about 2-1/2' square) so obviously it's larger--but pretty darned small (and lightweight) for a directional antenna.
If you can't, you'll get plenty of mileage out of the horizontal loop.
