[50mhz] [SMIRK] 6 Open into Central America and Carribean

Carnival used to until an incident noted in a story in QST last year, a 
fellow ham became ticked off about Carnival (Or some similar line) 
regulations about communicating with ham radio from the ship..

Seems the person failed to get clearance from the proper authorities & 
did NOT approach the captain & radio operator on the ship for permission.

While I've never been on a cruise, I DO realize that most ships operate 
under charters from any number of foreign countries & one is required to 
obtain the proper permits (License from the appropriate country) well in 
advance of travel & THEN obtain permission from both the ship captain & 
radio operator (IIRC: In pretty much that order, as the Captain 
represents the ship owner & is in charge of the crew.).

ARRL web page has a section describing the process IIRC..
