Assuming that the recipient actually has QSLs,  does send them out and is
not a SK,  I've had very good results with mint stamps, available from a
few sources. Sending cash runs the risk of pilfering by the local PO, not
a rare occurance. Sending IRCs is not only expensive but is useless when
the recipient has no access to a PO or the PO does not honor the IRC. The
mint stamp seems to work, often quite quickly.

You might also check to see if the recipient has QSL'd electronically.
